Sure. Generally South of 27th and West of Taylor/ Filmore is lower NE. Low-LOW NE is west of University and South of Lowry.

^^^^^^ Thank you for that clarification. Nice to have a better understanding. as the NE is a real hodge podge of somewhat disconnected areas due to the railroads that dissect it.

Central/Lowry has always been squarely in "Upper NE" in my book. I've always generally thought the BNSF Midway Sub was a good divider between Upper and Lower, possibly cutting over to the river around Broadway or 13th.

There's a pretty clear topographical difference up there -- to me, that's always been the difference between Lower and Upper. Are you down in the flats, or up on the hill?

This is sort of along the lines of what I thought. Though I think Broadway is too far south for the cut-over - I think 27th-ish, as Sean suggested, makes sense. (I say this as an Upper NE person trying to think about what seems too distant to count as upper.)

From this perspective, pretty much Waite Park, Audobon Park, and Windom Park would be your Upper NE. Columbia Park, too, I guess. Everything else is low and flat. I don't think there is another neighborhood in Minneapolis with as much topographical variation as Audobon, is there?

Damn, NIEBNA sure is awesome at pushing for urbanism. Can we across the river sublease them or something? We need this kind of constructive criticism downtown badly.

There's a task force meeting on this tonight. I'm going to be there since last time they didn't really mind that I was at the Nyes task force meeting. It's at Cuningham groups office at 5:30.

My notes from the meeting:

-Bank wants 11 spaces now w/ 1 for handicapped, down from 16
-Disconnected for tower due to time constraints and cost
-Only 1 drive thru now instead of 2
-Greening around the parking lot

This was met with a some feeling of uneasiness but Victor and the committee had to understand their time constraints of wanting the new bank to be done within 24 months of demolishing the old one. He did say however that they may talk a little further about that issue. The new tower design will be revealed and discussed soon as well. More smaller notes:

-Talk of DID moving further into this part of town
-Bank wants to meet with CoW on Aug. 6th
-Construction of tower is optimistically targeted for June/July of 2016

As best I can tell from its thread, the skyway portion of Nic on 5th opened 19 or 20 months after the old building on the site was demolished, and the Nic didn't really seem to be a rushed construction project. Hopefully the committee calls them out on their BS 'time constraints'.

The problem is the bank and how long they can be closed.. Its due to federal regulations and such. Victor wants to research it some more.

Damn. This actually looks like a really unique project so far. mixed sizes of windows, big bays, tall penthouse. I never though I'd say this but good job Mortenson! 260 units, 600 sq ft of retail and a pretty hidden ramp.
