There is! Nobody enforces it though

551.930. - Building façade.

(a) In general. Building façades shall provide architectural detail and shall contain windows at the ground level or first floor in order to create visual interest and to increase security of adjacent outdoor spaces by maximizing natural surveillance and visibility. The exterior materials and appearance of the rear and side walls shall be similar to and compatible with the front of the building. The use of plain face concrete block as an exterior material shall be prohibited where visible from a public street or a residence or office residence district.

(b)

Windows. At least forty (40) percent of the first floor façade that faces the Nicollet Mall or other public street shall be windows or doors of clear or lightly tinted glass, including display windows. Windows shall be distributed in a more or less even manner. Display windows shall be illuminated until at least 1:00 a.m. For purposes of this section, minimum window area shall be measured between the height of two (2) feet and ten (10) feet above the finished level of the first floor.

The good news is Zelo is reopening and they must have confidence the restaurant will succeed on Nicollet Mall. The glass is probably resistant to breaking and smashing. Things are somewhat better now, however, the reality is we live in a different era with a decline in public safety, so we will see more evidence of that in street level storefront design, etc.

Nicollet Mall made it through the era of Murderapolis just fine without needing to frost windows. This is so the rich don't see 'squalor'. No need to defend it. You can have clear glass that's more resistant to shattering and smashing. This is a weird take.

Noticed some construction workers hanging a sign for a new restaurant last week. Hopefully I have a new lunch place to try.

Downtown is back, baby.

ETA: Unironically, though, this is extremely good news. The store has been absolutely packed right up to the 6pm closing time any time I've stopped in there after work in the past couple years. Hopefully further extensions to 9 or 10 are also in the cards.

Also in "Downtown is Back" news, the Five Guys has unlocked their street-facing entrance.

Very good news! I'm assuming they are working up to a uniform 8 pm close, but to me it's odd they extended the hours Mon-Wed, instead of Friday and Saturday.

I think they are phasing it in, so tomorrow it will probably have extended hours Mon-Thurs. Since yesterday it said Mon-Tues til 8

There also appears to finally be some construction going on in the former McCormick and Schmick’s space at 9th & Nicollet.

Zelo has removed the frosted glass facing 9th St. Looks much more inviting than before.
