I'm choosing to be optimistic and guess that the "plan" in that image is what the ownership group plans to build; the items with X over them are things they want to ask the public to pay for as infrastructure.

According to Gov Dayton, and Pat Kessler's tweet, the MLS team asked for a tex expemtion on materials.

If tax breaks on materials is all he wants, we should absolutely say no. There’s not a chance in hell that McGuire will abandon his MLS quest simply because he has to pay tax on construction materials. Call his bluff. He’ll shrug his shoulders and pay for the whole thing himself. Everybody wins.

Tax break on materials is a completely painless thing for the state to help out with. If the stadium doesn't get built, then the state doesn't get that money.

No matter how small the request, I could see this having a tough time in the House. There you've got a majority party that is decidedly non-metro (even anti-metro, depending on the issue), so no one is going to go out of their way to give away some tax breaks so Minneapolis can get another stadium for a sport that has a extremely metro-biased fan base. The Vikings, in contrast, have a huge outstate fanbase and were able to use that to their advantage in 2012. Pile that on top of the oft mentioned "stadium fatigue", the fact that they are just now approaching the legislature with a under a month left in the session... it could very well be that the issue slips through the cracks this time around. The ownership group is running a month or two behind with this request... Is it the end of the world for MLS if they have to wait until early 2016 to secure the tax breaks??
I'm not counting it out completely. It just seems like a big stretch for the last month of the 2015 session.

Don't underestimate the amount of leverage McGuire, Pohlad, Carlson & Taylor have with regards to the GOP and the cash flow. Many people thought TPaw would line item veto the Cowles Center (old Shubert) bonding money for Minneapolis, for the same reasons listed above. But many big ticket GOP donors insisted on it, and it happened. The same very well could be true with these tax breaks. Not to mention they are relatively common.
