Excelsior, Wayzata and Lake Minnetonka area

For a long time I thought it would be great to have a seasonal ferry service on Lake Minnetonka between Excelsior and Wayzata with an easy transfer to regional rail in downtown Wayzata. Hopefully someday in more prosperous times for Metro Transit.

If that apartment building is built, would most of the units only be occupied by an actual person/people for part of the year (specifically summer)? This isn't the best comparison, but I know Miami has tons of condos and apartments that are used by people from northern states (like here) just in the winter.
