The current biennium is through June 30, 2019, and they're also adding 5 trainers with that budget as well. That means that assuming they're hired on April 1, it's $88k per employee for 15 months, not 12. If they're completely new employees who need all new equipment, that's probably not too far off for a relatively skilled call center employee, especially if they're employed by the state in St. Paul. At $20/hr, that's $52k in straight wage costs assuming 40 hour weeks - $35k seems a bit high for benefits alone but considering recruitment costs, equipment needs and office needs for new hires, mileage or fleet vehicle costs for the trainers, potential overtime, etc., that's probably roughly right.
