It looks like pre-cast concrete decking, but it’s too small.

It's a sewer vacuum truck. Not sure what it's there for - perhaps they are connecting to the main sewer line and needed it clear. Or something happened in the construction process that needed a vac truck.

They are using it for excavation. Vac trucks excavate without causing damage to underground utilities or other structures using pressurized water and the vacuum.

Yeah, looks to be primarily epoxy coated rebar.
It's hard to tell from that photo if there is any post-tensioned cabling in those areas, but if you're seeing something that looks like tubing, it's possible that's what you're seeing.

This one has been overshadowed, literally and figuratively, by the Gateway Tower, but if you position yourself just right, you can get a view that makes it stand alone.
This is almost done, and I think it looks fine. But it'll look better when/if its bigger cousin on the Dolphin Staffing site is built.

17n Washington is actually under construction. They have started on the three story part along 3rd. They are doing this so cars can enter and exit 240 while 17n is being built. Its a solid tower and will look very good when the second tower is done.
