Certainly an interesting topic. I had no idea cremation had become that much more common than burial. I've sometimes wondered about the long-term situations for the older ones where there haven't been interments in generations, and what will keep them going.

I think there is going to be a VERY hard conversation one day as to when we can redevelop these lands and in what way... Maybe 100 years or 150 years after the most recent person was laid to rest. I'm not sure. but I don't think we would see housing in such an area. It's true they don't pay rent and they can't pay for the property tax when you pass... it's not a long term sustainable business.
A redevelopment into a memorial park and gathering public usage space, maybe after 100-150 years after the last person laid to rest. Not sure if any other conversations or cemeteries had these difficult conversations in the past but. I do recall stories about developing accent tribal burial lands so it's not like it would be unprecedented. Just maybe we can do it in a way that isn't as disrespectful as building a casino above it.

Fun fact: Beltrami Park used to be a cemetery. There are still bodies buried there.

I took a cemetery tour in Savannah, and the guide said something striking, that they won't build cemeteries like this anymore ie. with the fancy stone monuments, because of maintenance costs. They want all the markings to be flat so they can ride a lawnmower over the entire surface.

That Baltrami Park bit is fascinating. This is only a new topic for the US. Many more densely populated countries have been repurposing cemeteries for centuries. It's pretty common for European development projects to uncover (hopefully not recently) dead folks.
