Agreed, a 3' sidewalk isn't a sidewalk. It appears there is enough space for a 5' or 6' sidewalk by removing some of the rock mulch on the north edge. I heard from someone who was there that it was pretty cool, located off of a red light off of an alley, and is in the basement. That was the extent of the details.
