I thought this was pretty interesting: "Minneapolis, he said, requires a full site plan approval to get a building permit which takes a long time and has no public financing tools for office conversions. St. Paul, on the other hand, views these conversions as tenant improvement projects, which speeds up the process considerably, Martinez said."
Is it ordinance that guides the difference in approach or just up to the planning department? Might be worth asking our council members to look into fixing this.

Site plan approvals should be subject to the same 60 day rule as every other land use application. There might be (I’m sure there are) other regulations that make it more complicated but once you file the complete application they have to do something with it fairly quickly.
