Huh. I'd love to see the existing building restored and the back lot filled in. It's still got some potential (I think)- there's brick underneath there and it even has an original entrance canopy on the side still, somehow:

He also tweeted that there’s a preliminary proposal for a 5-story, 300-stall parking ramp on the surface lot next to it. Is a standalone ramp permitted here?

It wouldn't be a standalone ramp, it would have apartments attached and hidden from view.

That's good to hear. Based on the vague tweet, it sounded like they were just going to throw a big parking ramp up.

It's still being planned out. They'll be coming back to the neighborhood, but hope to start construction this summer.

That lot is still in the Downtown Parking overlay. A surface lot wouldn't be permitted, but I'm not sure whether a standalone ramp would be.
Not that it matters if they're planning to wrap it in apartments.

They're keeping the existing surface lot with 24 stalls with the building renovation, in my opinion though they should just shove those in the ramp. Bassett Creek Business Center has a need for some more parking spaces, as well as other businesses in the area. Almost all of those surface lots between 10th Ave and 6th Ave along 3rd are pretty much sure to be gone within the next 10 years. So they're trying to plan ahead as much as possible. I really don't mind since it's totally on the edge of the neighborhood, and it will be screened by residents.
Another side note on this project: They're hoping to build bumpouts on the corners for crossing 10th.

Sure, ideally it would be wrapped/screened by office or residential space along 10th Ave, but it really wouldn't be the end of the world if it wasn't. As Grant alluded to, a large parking garage built on this site will allow for the development of the massive 2.5 acre Bassett Creek Business Center parking lot, which is also owned by Schafer-Richardson. S-R won't develop that lot without replacement parking for their existing investments in the area. The sooner they build a big parking garage on the other side of 10th Ave, the sooner they can develop everything they own south of 10th.

I know the DP Overlay talks about surface lots, but is there anything in the downtown planning/zoning documents that restrict new standalone parking ramps from being built?

There is talk about that lot being turned into a park or at least a large portion of it. 129 units and mixed use instead of office? That doesn't disappoint me, even if it would be nice to reuse the existing structure.

I'm a little surprised they're going for fewer than 0.5 parking spots per unit. This area of the North Loop is pretty poor for transit access. So either they've realized other nearby places are oversupplied with parking, or they're planning on relying on the ramp across the street.
It would be great to get something like Target here, but I'm a little skeptical this is the spot for such a place. This is effectively the end of the North Loop. If you're relying on a lot of neighborhood/foot traffic, you've essentially cut off half your walkshed, because everything to the north/west is highway and industrial. It would seem that if Target (or CVS, Walgreens, etc.) wanted to serve the North Loop, they'd be better off moving a little further into the neighborhood. That said, it's hard to imagine what else would go in such a large space?If the NL could get something like Uptown Target, that'd be a big win for the neighborhood.
